This study aims to analyze the optimization of human capital factors and their impact on narcotics case management performance, considering the role of job satisfaction as an intervening variable. The study employed a Systematic Literature Review approach, adhering to the PRISMA guidelines, to ensure a systematic and transparent literature selection process. Data were obtained from Scopus, Web of Science, and Google Scholar databases, covering publications from 2020 to 2025. Forty selected articles were analyzed thematically and synthesized narratively. The research results show that human capital dimensions, including skills, professional competence, technology utilization, inter-agency collaboration, work motivation, and psychological well-being, significantly influence narcotics case handling performance. Furthermore, job satisfaction has been shown to act as an intervening variable, strengthening the relationship between human capital and performance. The findings also emphasize the importance of integrating digital capabilities and cross-institutional collaboration in addressing the complexities of transnational narcotics crime. Theoretically, this research integrates human capital and resource-based perspectives with an organizational behavior approach, resulting in a comprehensive conceptual model for explaining the performance of law enforcement organizations. Practically, this research provides strategic implications for police institutions in optimizing human capital management to increase the effectiveness of handling narcotics cases
